
The minister also said that future character of bureaucracy is needed such as proactive and evidence-based work, adoption of ICT development, focus on results and performance, and service-oriented to the community. Because there are various challenges in bureaucratic development which include: complexity of public problems, digital transformation, data-based policies, government openness, cultural shifts and territorial orientation.
The Minister said, 3 characteristics of the 2045 bureaucracy. First, an adaptive, effective, and collaborative institutional structure. Second, governance that is open, participatory and ICT-based. Third, professional ASN human resources with integrity.
“Strengthening bureaucratic and institutional reform is directed through mainstreaming bureaucratic reform in all sectors and fields to support the vision of the Republic of Indonesia which is sovereign, advanced, just and prosperous,” he said. Furthermore, the Minister of National Development Planning continued his presentation of the 10 megatrends of the world in 2045.
1. Global Demographics.
- World population to 9.45 billion (Asia 55%). Global demographic trends drive urbanization, migration flows, and aging populations.
2. World Urbanization
- The world’s population who live in urban areas reaches 65% with 96% of the increase occurring in emerging economies.
3. The Role of Emerging Economies
- Developing country output is 71% of total world output with Asia as the main driver at 54%.
4. International Trade
- Global trade is growing at 3.4% per year. Developing countries are becoming the world’s trade and investment hub with a growth of 6% per year.
5. International Finance
- The domination of world currencies shifted from US dollar to multi currencies. The financial assets of emerging economies are estimated to exceed developed countries.
6. Middle Class
- The number of middle and upper income classes is more than 84 percent (8.1 billion), which are dominated by Asia and Latin America.
7. Competition for Natural Resources
- Increasing the role of the Asian economy and the population in Africa encourages competition for natural resources. Technological advancement increases the efficiency of natural resource exploitation.
8. Technology
- The trend of technological change is dominated by information and communication technology, biotechnology and genetic engineering, wearable devices, renewable energy, automation and artificial intelligence.
9. Climate Change
- The challenges of global warming are getting bigger, extreme events and long term climate change. Global temperatures increased from 3-3.5ºC without any efforts to reduce emissions.
10. Geopolitical Change
- Increasing the role of China, vulnerability in the Middle East Region, as well as increasing new classes and defining groups.
Closing his remark, the Minister said technological advances promote efficiency, new opportunities, and have an impact on labor needs. (Spt/Red/BRP).
